    GOL Program
    Workers Employability Guarantee

    Employment and training services, beneficiaries, pathways and interventions for job placement

    Programma-GOL-Lazio-768×403

    WHAT IS GOL (in brief)

    The GOL Program - acronym for "Employability Guarantee for Workers" - is a national intervention envisaged by the National Recovery and Resilience Plan aimed at implementing a reform in active labor policies and in the management of services aimed at combating unemployment, in a perspective of economic and social inclusion. It envisages an offer of free public services to support people looking for a new job through accompaniment to job insertion or reintegration and professional skills updating.

    With a provision of resources equal to 4.4 billion euros, by 2025 it will involve 3 million beneficiaries, of which 800 thousand in training activities. The GOL Program is implemented by the Regions and Autonomous Provinces on the basis of Regional Implementation Plans (PAR), approved by Anpal.

    GOALS

    • Increase the employment rate, facilitating entry into the labor market and job transitions, through integrated interventions to support job search and basic and vocational training;
    • Support people based on their specific needs and aspirations through a network of local services managed in cooperation between public structures and employment agencies;
    • Reduce the skills gap, the so-called mismatch between the labor supply and the demand for (new) skills expressed by companies;
    • Involving companies and the territory to facilitate the intermediation of the labor market and the meeting between those looking for employment and those who hire and are looking for staff;
    • Increase the quantity and quality of training programs for the unemployed, young people and adults, through an offer of catalog courses provided by accredited regional bodies.

    BENEFICIARIES

    The GOL Program is aimed at those facing situations of unemployment, job transition or in jobs with low incomes.

    In particular, they can access the GOL Lazio Program:

    Unemployed without income support:

    • people looking for work for at least 6 months, workers with fewer employment opportunities, young people, women, over 55s, people with disabilities), self-employed workers who have stopped working or with low incomes;
    • Beneficiaries of income support of a welfare nature: recipients of the Citizenship Income;
    • Beneficiaries of social shock absorbers in the absence of an employment relationship: unemployed recipients of NASPI or DIS-COLL;
    • Beneficiaries of social shock absorbers in constant employment relationship;
    • Workers with very low incomes: whose income from employment or self-employment is lower than the incapacity threshold according to the tax discipline;

    SERVICES AND GOAL ROUTES

    The GOL Program is structured in "Paths", 4 of which are for individuals while one, the fifth, involves groups of workers (companies in crisis).

    PATH 1 - Reintegration into work, for people closest to the labor market, guidance and intermediation services are provided for accompaniment to work;
    PATH 2 - Upskilling, for people who are distant from the labor market but with marketable skills, short-term training activities aimed at professional updating are envisaged;
    PATH 3 - Reskilling, for people far from the labor market and with skills not aligned with the demands of the labor market, structured training interventions of a professionalizing nature of longer duration and characterized by an increase in qualification levels are envisaged;
    PATH 4 - Work and inclusion, in cases of complex needs, which go beyond the working dimension, in addition to the previous services, the activation of the network of local services (educational, social, socio-health, reconciliation) is envisaged;
    PATH 5 - Collective outplacement, is activated in the case of a company in crisis, and provides for an assessment of employment opportunities based on the company situation in crisis, the professionalism of the workers involved and the local context to identify suitable and effective solutions for outplacement working.

    Specialist orientation
    Instruments:
    Individualized interview;
    Counseling;
    Information on the system and on the skills assessment/certification pathways;

    The interview can be carried out in person or remotely via a video meeting platform (Zoom), preferably individually.

    The interview(s) are aimed at stimulating narrative practices in order to support the construction of a professional project or promote greater awareness of it, basing it on the skills acquired during one's training and/or work path. The specialist orientation is characterized as a tool and reflective modality centered on self and others. The interview based on narrative practices makes possible an autobiographical device capable of facilitating a re-elaboration and interpretation of knowledge and skills; calls for a description of how we have become with respect to training and work, within a relational context that has contributed to transforming our personal and professional identity. The specialist orientation also implies a re-elaboration of one's personal experience, calls for personal and group reflection with respect to some dimensions of our life stories and, at the same time, generates a set of desires, aspirations and passions, which must necessarily be managed not to leave them in the shade.

    Accompaniment to work
    Instruments:
    Motivational support for the development of skills and competences aimed at achieving the professional goal (Coaching);
    Support in drafting the CV and cover letters;
    Active job search support;
    Preparation for the proper conduct of job interviews;

    The interview can be carried out in person or remotely via a video meeting platform (Zoom), preferably individually.

    The work support activity will be carried out on an individual basis and will include meetings also aimed at strengthening digital skills for active job search. At the end of the accompaniment path, an activity plan will be drawn up which also indicates the economic-professional reference sector with reference to the Labor and Qualifications Atlas. The plan will specify the reasons for the choices made in line with the strategy to be implemented to achieve the objective, the contents of the activity and the parameters that are placed at the basis of these choices of the path of accompaniment to subordinate or self-employed work.

    The methodology adopted will be based on the laboratory tools developed within the "Adult Skills for Job Oriented Breakthrough" project, Erasmus program (2017-1-IT02-KA204-036755). The methodology consists of a path of development of cognitive skills associated with digital skills to support the job search in order to help the user to use the basic technologies of the information society (IST) in a critical spirit, both in of work, both for professional and personal development.
